Operative Vademecum proposals for Italian Institutions 

1. Constitute a NATIONAL OBSERVATORY ON ITALIAN LANGUAGE, with a Section for Italy (L1) and another one for Abroad or immigrantes to Italy (L2). Among first Observatory activities are: a Census of all schools and foreign institutions where italian language is taught and a Register of teachers of italian all over the world (Please fill in the 2 questionnaires in principal page);
2. Allow  and grant Italian Passport, also for people with a doble citizenship, only if they prove to have an adeguate knowledge of italian language, both written and spoken, at least at intermediate level (Objective Test Evaluation);
3. Form professionally all local teachers of italian and trainers which did not receive previous in-service training from italian government, utilizing as tutors and linguistic area coordinators above all  italian State teachers and other qualified personnel, which is working abroad with a previous selection;
4. Send to Italy local teachers of italian, promoting any kind of exchange with italian colleagues, at least every 7 years for continuous and in-service refresher courses, selected them in turn and with objective criteria, starting from anyone who did not have a professional and a long staying period in italian universities or could not get an appropriate initial teaching degree and qualification;
5. Permit all final year university students graduating in italian language and literature to complete a semester or more of their final degree formation in an italian university;
6. Grant more scholarships in Italy to reserve foreign university students, inserting them in bilateral permanent youth exchange and cultural proyect scheme
7. Foment and increase a specific distance and on line specialization formation for foreign language teachers (italian L2), with the help of RAI (RaiSat, International) media and other multimedia instruments like internet;
8. Activate and realize intercultural student group exchanges among italian and foreign classes; 
9. Favour and foster the return to Italy, also permanent (to work, to study or to capacitate) for any foreign person with a doble citizenship, having italian surnames and origins; in a partnership/agreement with italian Regions, Provinces and Comuni (Towns).
